Job Description

The World Health Organization is a specialized agency of the United Nations that is concerned with international public health. It was established on 7 April 1948, headquartered in Geneva, Switzerland.

Purpose of consultancy

To establish a roster of consultants focusing on the collection and analysis of country health accounts data and support for data processing.

Deliverables
  • Deliverable 1: Collect and validate countries health expenditure data, prepare validation documents for communication with countries to increase health expenditure data quality, search for information on country health expenditure data (incl. government budget execution) and estimate data for missing classifications for updating of WHO Global Health Expenditure Database.
  • Deliverable 2: Update and run global quality checks, prepare flat format data for input to Data Management System (DMS).
  • Deliverable 3: Import and manage macroeconomic data, combine with health expenditure data and calculate indicators in DMS.
  • Deliverable 4: Produce charts and health expenditure countries profiles, analyse data and draft some sections of the Global Health Expenditure Report and other reports needed.
  • Deliverable 5: Update HA data collection templates for the next round of data collection process and create Excel macros to run quality checks reports.
  • Deliverable 6: Develop HA technical notes and methodological guidelines with establishing and conducting working groups/seminars with partners and collecting feedback and comments.
  • Deliverable 7: Test HA e-tools and other developments and provide comments and suggestions.
Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

  • Advanced degree in economics, health economics, public health, statistics, data science or related field.

Experience

Essential:

  • At least 5 years of working experience related to macroeconomics, health economics, or health expenditure, with emphasis on data analysis.

Skills/Knowledge:

Essential:

  • Strong quantitative skills.
  • Knowledge of health financing and/or health accounts is desirable.
  • Good communication and presentation skills.
  • Knowledge of System Health Accounts 2011 methodology.
  • Knowledge of STATA/R.
  • Knowledge of data visualization tools such as Tableau or Power BI.
  • Knowing Health Accounts Production Tool (HAPT).
  • Knowing Data Management System (DMS).
