Curriculum for the Post Graduate Diploma in Gender-Based Violence in Emergencies

The University of Nairobi’s Institute of Anthropology, Gender and African Studies, (UoN-IAGAS) with hiring support from Kenya-based NGO, I Choose Life – Africa (ICL), seeks to recruit home-based consultants to develop online and distance learning materials for the soon-to-be launched Postgraduate Diploma Course in  Gender Based Violence in Emergencies   (GBViE).  Consultants can apply to develop more than one module if they are considered “experts” in multiple fields.

1.0 BACKGROUND

UoN – IAGAS in partnership with UNFPA and the GBV Area of Responsibility (AoR), intends to launch an innovative Post Graduate Diploma course focusing on Gender Based Violence in Emergencies (GBViE) in  September 2022 .**

The Post-Graduate Diploma course in GBViE is designed for current practitioners in the field of GBV prevention and response and for those with a relevant background (e. g. Nursing, social work, law, etc.) who wish to transition into this type of humanitarian work. The course aims to increase the number of GBV Specialists working in humanitarian contexts and to ensure those that already work in the field have advanced knowledge of global standards. A fundamental aim of this course is to equip students with the  conceptual, analytical,  and  practical  skills needed to understand GBV issues in humanitarian contexts, while at the same time promoting global standards in research, policymaking, program design and implementation. The GBViE‘s Post Graduate Diploma course at the University of Nairobi will be implemented online using the University’s distance learning platform.

2.0 OBJECTIVE OF THE CONSULTANCY

ICL is seeking Consultants to develop post-graduate level course materials for each of the following proposed modules in collaboration with Professors at the University of Nairobi.

3.0 PROPOSED MODULES

  • Module 1:   Feminist Principles and Approaches to GBViE  – Relevant feminist theoretical approaches to GBViE (African feminist approaches, intersectionality, socialist feminism, human rights and development approach, women’s empowerment framework, radical feminism, cultural feminism); different forms of GBV and their manifestation in emergencies (physical, sexual, psychological forms of violence, including the threat of such violence); violence against men (VAM); male engagement.
  • Module 2: Case Management  – Survivor centred approach; ethical considerations; essential services for GBV survivors; steps in case management; qualities of caseworkers and the role of different stakeholders; referral pathways; monitoring and learning – documentation and data management of cases.
  • Module 3: Coordination of GBV Interventions in Emergencies  – Overview of the Cluster system, Protection Cluster, and its sub-clusters; functions of GBV Coordination; Inter-Agency Minimum Standards in GBV in emergency programming; inter-personal and managerial skills for GBViE programming (functional competence).
  • Module 4:   GBViE Research Methodology  – Concepts in research methods; the foundations of social research and epistemological issues; approaches to social research; types of research: descriptive, correlational, explanatory and exploratory; gender and participatory research in GBVIE settings; the research process: problem statement, literature review; measurement scales: Nominal, Ordinal, Interval, and Ratio; reliability and validity; gender research designs; sampling; qualitative and quantitative data collection, management and analysis techniques; writing up of empirical research and reporting research findings; policy briefs and dissemination; safety and ethical consideration in GBVIE research; engendering the research process; the production of disaggregated data; content analysis; referencing.
  • Module 5:   GBV Risk Mitigation in Emergencies  – GBV risk mitigation and purpose; safety Audits and risk mapping; use of safety audits findings to mitigate GBV risks; GBV risk mitigation in emergency preparedness and Early Warning action plans; GBV integration in Humanitarian Response Plans (HRPs), Humanitarian Needs Overviews (HNOs) and other associated funding requests; code of conduct on prevention of sexual exploitation and abuse, reporting and complaints mechanism; advocacy and coordination for mitigating GBV risks; barriers to risk mitigation.
  • Module 6 Gender Transformative Approaches to GBViE – Principles of transformative approaches; Community Assessment of the root causes and drivers of GBV; Causes of gender inequality; Strategies for transforming social norms and systems that perpetuate gender inequality; Inclusion, intersectionality, and participation in GBV programming; Evidence-based intervention in GBV programming; Social and behaviour change communication for GBV prevention.
  • Module 7 Law and Human Rights in GBViE  – Overview of the legal and justice system for GBV survivors; gender dimensions of legal provisions and justice systems in GBViE; human rights approaches, instruments and legal provisions of GBViE; Barriers and enablers to accessing justice for survivors; informal justice and alternative dispute resolution mechanism as barriers to access to justice for GBV survivors; dangers of mediating GBV cases; legal provisions that facilitate security and safety for victims and survivors of GBV; referral system; protection of human rights defenders and activists in GBViE; perpetrator accountability; prevention of sexual exploitation and abuse; assessing of discriminatory laws within GBViE settings.
  • Module 8 Psychosocial Support and Empowerment  – Development and practical implementation of psychosocial support strategies for adult and child survivors and those at risk of GBV in emergencies; exploration of the intervention pyramid model – distinguishing between mental health and psychosocial support interventions and the distinct technical capacity needed to deliver each type of service; setting up help-lines and safe accommodations; understanding empowerment interventions such as women friendly spaces, income-generating activities; development of information, education and community outreach campaigns.
  • Module 9 GBViE and Health Care  – Health consequences of GBV; introduction to the health component of the GBV Essential Services Package which includes information on intimate partner violence, care of injuries and urgent medical treatment, mental health assessment and care and documentation (medico-legal) among others. Ethical and safety standards for health service delivery; the role of health care providers and the referral pathway; exploration of different service delivery models (e.g., community outreach, one-stop centres, mobile services, remote service delivery); monitoring and evaluation.**

4.0 EXPECTATIONS

The Consultants, who will have 15 – 20 years of experience working on GBV issues in humanitarian settings, will ensure that the course content is evidence-based and reflects the realities of working in emergency contexts. The Consultants will be expected to work closely with their university counterparts to develop content that promotes active learning using case studies and interactive lectures among other innovative techniques. The different approaches are premised on the fact that every course is a unique combination of students, who come to the classroom with different backgrounds, motivations, and intellectual capacities, all of which could present different challenges for the instructor. As such, module writers should have extensive field experience to ensure the materials reflects the realities of humanitarian contexts.

5.0 DELIVERABLES

  • To develop materials for 45 hours of distant learning per module topic (e. g. one complex case study with accompanying questions might constitute one hour of class time; a written exam might constitute 3 hours of class time learning etc.)
  • To submit the first draft of materials with clear instructions, exercises, and assignments to the Consultative Working Group (a group composed of GBV AoR members) for review within three weeks of the start of the contract.
  • To submit the final draft (after incorporating necessary changes/edits) of the materials for each module

NB: Please note one lead writer will develop one module during the given period but can apply for at least two thematic topics if s/he thinks they can complete the scope of work in the allotted timeframe.

6.0 QUALIFICATIONS

  • PhD or a master’s degree in Human, Social or Health Sciences.
  • 15-20 years’ experience working on GBV, ideally in emergency settings.
  • Demonstrated expertise in developing curriculum’s for academic settings and/or training packages; experience with remote learning approaches an advantage; applicants will be requested to provide examples of their previous work when applicable.
  • Experience working in a higher education and/or facilitating trainings in humanitarian contexts; demonstrated understanding of diverse learning styles and the capacity to adapt materials to meet that diversity.
  • Applicants are requested to submit the examples of modules previously developed where available.
  • Excellent writing skills and the ability to successfully engage stakeholders from diverse cultural and academic backgrounds.
  • Demonstrated familiarity with Online and Distance learning formatting techniques/ asynchronous pedagogical techniques an advantage.

7.0 TIMEFRAME AND DAYS REQUIRED  **

The course materials are expected to take two months to complete.  The Consultant will be contracted for 13 working days or the equivalent of 105 hours . The whole process of writing and critical reading is to be carried out approximately from  July to August 2021 . The Consultants will be expected to attend virtual consultative meetings in  July 2021  and as scheduled thereafter.

8.0 RATE

Daily consultancy rate will be $35.00 an hour, which is the official rate of the University of Nairobi.
