LVCT Health is an established Kenyan NGO that is renowned for the implementation of health programs at scale in Kenya. Through its vision of Empowered Healthy Communities, LVCT Health is a leader in designing and implementing innovative HIV prevention and treatment approaches, sexual and reproductive health and gender-based violence programs reaching the most vulnerable populations. LVCT Health works with the government and other stakeholders at the national and county levels. LVCT Health implements programs funded by PEPFAR and other donors in more than 32 counties across Kenya. LVCT Health is the lead PEPFAR implementing partner in 10 counties (Homa Bay, Kisii, Kiambu, Muranga, Kirinyaga, Nyeri, Mombasa, Kilifi, Kwale and Taita Taveta through the implementation of three CDC-funded comprehensive HIV/TB projects, i.e. Vukisha 95, Dhibiti and the STAR (Kenya PrisonsServices) project and USAID Stawisha Pwani project. In addition to PEPFAR funded project, LVCT implements projects in the area of Digital Health targeting adolescents and young people, Gender-Based Violence, Sexual Reproductive Health, community health and mental health funded by various donors and foundations. Our programs reach vulnerable and marginalized people and are data-driven. LOCATION: Nairobi with frequent travel countrywide
Job purpose
Reporting to the Executive Director, the Program Director will be responsible for implementing the technical components of the vision and strategy, management and accountability for LVCT Health programs. The Director will serve as the Pl or sub-PI of various grants working closely with the Project directors to ensure adherence to technical and contractual requirements of grants and project alignment to institutional vision and mission, MOH, counties and donor objectives and requirements. The Program Director will ensure integration of activities and technical quality of program approaches, coordinating staff and partner roles, setting performance expectations, and ensuring program deliverables and milestones are met while ensuring operational efficiency. He/she will ensure similar standards of implementation are maintained, and best practices are shared across all projects in the organization. He/she will serve as a donor focal point for assigned budgets ensuring compliance, delivery and timely reporting. The Program Director will work closely with the ED to identify and maintain strategic relationships, maintain visibility and generate resources for the organization. Leadership, Vision and Strategy
- Driving the vision of the organization among LVCT Health programs. Aligning and motivating staff to deliver on the vision and mission
- Supporting the ED to maintain organizational culture & deliver on the vision and mission
- Identify and nurture new relationships to maintain external leadership and visibility for the organization
- Forecast areas for future program expansion and work with the team to develop new strategies for delivering programs
- Nurture innovation and support development of ideas from staff ensuring they gain recognition
- Establishing and fostering relationships with relevant stakeholders including MOH, county governments, beneficiary groups and other implementing partners for effective implementation of projects and visibility of LVCT Health.
- Provide leadership and coordinate teams to attend key policy and technical meetings
- Provide guidance and technical support to teams on engagement of county and MOH leadership Program Planning and Execution
- Oversight for planning and implementation of projects in the department ensuring 100%targetsachievement as per contractual obligations
- Providing technical support, oversight and mentorship across programs to ensure quality implementation. Serve as a technical resource and backstop for project directors
- Working with project directors and relevant managers to ensure delivery of program targets to meet institutional and contractual obligations
- Ensure all program plans are aligned to the organization vision and performance tracking is carried out effectively against the plans
- Coordinate project directors and managers across divisions and departments to deliver on the program priorities and ensure operational efficiency across all projects
- Lead the HQ technical team ensuring regular technical support is provided across all projects
- Coordinate project performance reviews to review programs and inform new program strategies.

Responsible for development and tracking of annual organizational workplan
Human Resources - Talent identification and matching – Work with project directors and HR to identify talent within the organisation and fit the right people to the right job to deliver the vision. Provide technical support to project directors on their staffing plans working closely with HR and finance
- Line management for assigned staff
- Performance appraisal for direct reports and ensuring appraisals are done regularly and on time across the department
- Mentorship and capacity building for project directors and senior managers in the department

Ensuring mentorship and capacity building is carried out for all staff in the department
Program and Financial Management - Keep up to date with different donors’ expectations and requirements, rules and regulations and provide TA to project directors on the same
Reporting and M&E
- Responsible for ensuring all assigned donor program reports are done accurately and submitted in a timely manner
- Build capacity of teams to improve quality of program reports
- Inform analysis of program data – ensure correct/relevant data is collected, analysis plans developed and carried out to inform documentation and program improvement
- Provide oversight for project evaluations
- Ensure continuous quality improvement mechanisms are put in place across all programs
- Support continuous improvement of M&E systems to meet program needs
- Coordinate senior management team visits to programs to ensure efficient program delivery and achievement of targets
- Review and provide input to donor reports and presentations. As much as possible attend donor meetings providing leadership alongside the Project Directors Documentation & Visibility
- Responsible for ensuring key/priority programs are documented/published in an appropriate form and in a timely manner
- Provide leadership and guidance to staff for regular and appropriate documentation of program activities and dissemination to appropriate forums
- Ensuring targeted/focused and wide dissemination of LVCT Health documents locally and internationally

Oversight for coordination of LVCT Health participation in national and international
conferences, events and technical working groups Communication - Review, continuously strengthen and ensure optimal internal LVCT Health communication systems and structures for relay of information, decisions and feedback across the department
- Communicating directions and decisions of the directorate to the management team and ensuring communication to staff and their implementation
- Oversight for donor communication and maintaining donor relationships for assigned grants/projects with appropriate delegation to other team members when required
- Participate in media events as required
Required Skills & Qualifications
- MBCHB/MD with master’s degree in Public Health/Social Sciences, MBA or a related field
- At least eight (8) years’ senior level experience in managing complex public health programs of similar scope and size.
- At least ten years of demonstrated technical experience in at least two of the following areas TB, HIV, health systems strengthening, organizational systems strengthening, M&E . Experience in senior positions in HIV/AIDS in Kenya will be an added advantage.

At least five years’ experience in program management and administration, financial
management, award contractual compliance, sub award management and tracking project performance and costs via specific funding streams. - Professional-level proficiency/fluency in both oral and written English language.
- Demonstrated ability to build and maintain relationships, create synergies and work effectively with PEPFAR, CDC, USAID other donors, government representatives, NGOs, for-profit private sector entities, local community organizations, and other stakeholders,
- Strong management skills, strategic, visionary, leadership qualities, interpersonal skills, communication, as well as written and oral presentation skills to fulfill the diverse technical and managerial requirements of the project description
- Demonstrated knowledge of PEPFAR administrative, project management and reporting procedures and systems along with strategic program planning, including PEPFAR rules, regulations, budgeting expertise and reporting requirements.
