The country program is dedicated to challenge and address the causes and effects of human suffering and poverty, linking local responses to national and international advocacy.

To achieve this, LWF works through individual, community and institutional levels on livelihoods, social cohesion and protection, and quality services program areas.

With regards to quality services program area, LWF is an organization that enhance access to the right to education, including for children with special needs. LWF also improves right holders and duty bearer capacities in preparation for durable solutions around education.

LWF also works with the “hard to reach” and “invisible” sections of the community members, like persons with disabilities, the elderly, chronically ill, young mothers and others, providing tailored support and programs to ensure their inclusion in the community and society more widely.

Purpose of the position

The purpose of this position is to coordinate the collective achievement of LWF World Service’s program in Kismayu, specifically focusing on the Area Program’s key objectives, results and approaches.

Working closely with relevant Government and other partners in Kismayu, the position will ensure strategic development and alignment of the program to the key Government and humantarian plans in Kismayu as well as ensuring realisation of LWF Somalia directions and related thematic guidance notes.

Key relationships

The Projects Coordinator (PC) will work closely with the other programmatic staff to ensure the persons of concern (IDPs, host community members, returnees, among others) are supported and empowered to be the active agents of their lives.

The position works closely with the Program Manager’s office in Nairobi to achieve the objectives of the Area Program and collaborates with other support functions at Nairobi office as well as regional PMER and fundraising officers to ensure the quality of planning, implementation and reporting.

As the supervisor of both support and program staff in the Kismayu area program, the Projects Coordinator will work to guide, direct and encourage the team members to develop themselves as professionals, and ensure timely and efficient implementation of their tasks.

Additionally, the PC will nurture partnerships and collaboration with counterparts from partner and donor organizations.

Job Role: Grant Management

Key Results: The position holder contributes to fundraising though quality proposal development in line with donor guidelines, adequate budgeting, timely implementation and reporting as well as budget execution and budget tracking, and control ensuring prudent use of financial resources.

Examples of value-adding activities

In consultation with Program; Finance; and Procuremnet & Logistics Units in Nairobi;

1. Lead fundraising initiatives including proposal development, contribute thematically and context relevant way in round table donor meetings

2. Work with Finance officer to undertake budget tracking

3. Hold monthly budget and procurement review meetings with team members

4. Enhance adherence to donor compliance on grant management, including quality planning, timely implementation, visibility and publicity, and reporting.

5. Enforce LWF policies on procurement, finance management, administration and communications

6. Advise on re-allocation of funds depending expenditure levels, considering donor guidance and timelines for project reviews.

Job Role: Strategic Partner

Key Results: The position holder contributes to the design and achievement of the LWF/WS Somalia Area Program Strategy, having demonstrated responsibility for the organization as a whole by taking an active part in the overall leadership and development of the organization.

As a member of the Area Program management team

1. Provide technical project planning design and implementation of Quality Services in education and community services programming

2. Lead in stakeholder and gender analysis and engagement

3. Lead and represent LWF with the Jubaland Government and other stakeholders in Kismay

4. Support programme that benefit the community in line with the vision, mission and values of the organization

5. Take an active part in management meetings

6. Share information on needs, gaps and trends in approaches to guide development and implementation of ongoing and upcoming projects

7. Advise management on emerging issues on the ground and make recommendations for addressing them

8. Advise the management on opportunities for program expansion

Job Role: Functional Leader

Key Results: The position holder demonstrates proactive and efficient leadership within his/her function, and initiates changes that increase operational effectiveness

Examples of value-adding activities

1. Support in training and building capacity of staff in the Area Program

2. Coordinate needs assessment in units within Area program.

3. Support staff in the implementation of project activities

4. Hold monthly project review and planning meetings to assess project implementation progress against set targets

5. Supervise and empower the team to develop appropriate tools and procedure to delivering quality services with the beneficiary groups in the individual, community and institutional levels.

6. Coordinate compilation of reports for the program area and consolidate progress and final reports in line with donor templates and timelines and LWF deadlines

Job Role: Technical Expert

Key Results: The position holder demonstrates specific expertise in their field, procedural capacity and leadership to increase organizational effectiveness within this area.

Examples of value-adding activities

1. Lead staff in implementation of government policies and alignment of project activities to LWF guidance notes and Federal Governemtn of Somalia and Jubaland Government policies

2. Provide technical support in the implementation of project activities

3. Set key performance indicators and milestones for the sector in line with SPHERE, CHS and government policies, and LWF guidance notes, etc.

4. Coordinate needs assessment in units within the Area Program and in coordination with other relevant actors on the ground

5. Lead, participate in and contribute to internal and external training and conferences and other activities for advocacy, dissemination and knowledge building.

Job Role: Relationship Builder

Key Results: The position holder ensures that strong relationships are held as paramount and actively nurtured so that rights holders, partners, and staffs are engaged and heard and the organization is perceived as credible and consistent

Examples of value-adding activities

1. Establish and maintain constructive working relationships with other NGO’s, UN agencies, host government, bilateral and multilateral donors, where present and if necessary.

2. Promote a conducive working environment that promotes mutual respect, diversity, tolerance that are requisite for team work

3. Lead in sector specific team building initiatives

4. Ensure that human resources implications for LWF World Service for both existing and anticipated response are fully assessed, identified, described and communicated.

5. Monitor ongoing human resource issues and make recommendations and adjustments accordingly.

6. Ensure together with the Human Resources Office in Nairobi that the systems used for HR are adapted to the emergency context to ensure a rapid response while maintaining levels of accountability in regards to recruitment.

6.In liaison with the HR office in Nairobi, make sure staff wellbeing is addressed.

7. Ensure compliance with all host country legal, contractual, labour and statutory requirements.

Job Role: Rights holder advocate

Key Results: The position holder advocates for the rights and needs of rights holders in a strategic manner that sought systemic change and leverage success and relationships

Examples of value-adding activities

1. Advocates for the rights of the vulnerable groups and collaborates with other partners in enhancing the aspects of mainstreaming and advocacy for the vulnerable population, taking into account gender and age in finding adequate solutions and approaches

2. Ensure all information, publicity and fundraising material recognizes and respects the dignity of disaster victims.

Job Role: Co-worker

Key Results: The position holder uses and develops his/her competence to achieve individual and shared objectives, conforms to organizational policies and code of conduct, contributes to a safe and welcoming working environment, and acts as a good ambassador for the organization.

1. Taking responsibility for personal learning and competence development.

2. Exhibits the generic employee skills especially valued by the organization: Dependability and productivity, Communication, Problem solving, Teamwork, Safety and Security, Accountability and Integrity (please find definitions in the Performance Appraisal Template).

3. Actively protect children in every aspect of work and personal life, by preventing harm and reporting child abuse.

4. Knows the policies and uses the specified means to report fraud, corruption, harassment, abuse or any other acts of wrongdoing by staff.

Job Role: Security and safety focal person

Key Results: The position holder doubles up as security and safety focal person for protection of LWF staff, assets and reputation in liaision with Country Represenative and Secuirity Focal person both of whom are based in Nairobi office.

1. Ensure all personnel understand individual and collective responsibilities for safety and security as per the LWF security and safety policy.

Minimum Qualifications / Requirements

  • 3 years’ experience in development and/or humanitarian work with an international organization, especially working with community stakeholders in displacement contexts.
  • A degree in the field of international development, social sciences, political science or closely related inter-disciplinary fields.
  • At least 3 years of experience of implementing Education related project
  • Familiarity with humanitarian accountability standards and other international quality assurance mechanisms, including Sphere standards, INEE, International NGO’s Code of Conduct,
  • Core Humanitarian Standards, etc.
